So I’ve finally gotten around to tearing this old vise apart for restoration. If anyone can take a look at the pic and let me know how the screw comes out of the jaw on this old device so I can get to all the hard to reach parts to clean it would be much appreciate it.
Just FYI I have looked. There is no type of cotter pin or anything like that. It almost looks as if the big washer is pressed fit on there.

If you rotate the main screw enough you should be able to see a set screw that secures the round collar in place behind the washer that you mentioned. Loosen the set screw and move the collar and washer out of the way.

You are correct…the rust was so even it didn’t look like there was one until I used my dremel and it revealed it so thanks!
