Vintage shears restoration help?

Hey all! I'm new here and have a question I'd like to ask. I'm not sure if this is the forum for asking or not, but you folks seem to know your stuff.

I have a vintage pair of large brass handled shears I'm preparing to restore as a gift. Overall it should be fairly easy. My issue is the connection between the brass handles and steel blades.

I have no idea whats holding them together. I'm assuming it is soldered or brazed, but the seam doesn't show any material to give me a hint at whats hiding in there. I'm concerned that I may damage the connection with cleaners while removing the tarnish and rust.

How likely is it that whatever is holding them together will be weakened from light solvents? Thanks for any help, and sorry if I'm just being a bother.

A picture would help me better answer your question, but some light solvents wont do anything to your shear, it has to have a mechanical connection somewhere for it to pivot otherwise it would be fixed and not be able to cut anything!

Most likely it is a riveted together, and the head is filed flush, solvents should not hurt it.
