Vintage tool ID,Auction find

I picked this up in a box of misc. stuff at a recent farm auction
The hex on one end is 1-1/2" on exterior and 1-1/8" on inside.
The hex on other end is 1-1/4" on exterior and 7/8: on inside.
There is small hole, about 1/4", at 90 deg bend

Any help appreciated.

Looks like a plumbing wrench, specifically for seating faucet valve stems.
