I would say that's the forerunner of the Ridgid tripod pipe vise.

As @paulsomlo alluded to, a combination folding bench and pipe vise stand. They go back well into the late 1800's and were used by plumbers, steamfitters and the like anywhere pipe needed to be cut, reamed, threaded, and bent in the field. What country are you in? Is that Birmingham, England or Alabama? And what is the word before Engineering? Plant?

EDIT: And is that marking on the vise or the collapsible bench?

There is a "plant Engineering Co" in Birmingham UK, at one time (1953) located at 90-91 , Cox Street West , Birmingham , UK

Other notes show a vice from Plant Engineering Co at that same address in 1953.



This one lists a Planteco portable vice




1964 lists them at a new address and selling metallic tubing
Plant Engineering Co Ltd , Arthur Street , Redditch , Worcs



These are all much later than I expected them to be.
