I have followed vintage tools on ebay for many years. Dirty, rusted, broken, and incomplete tools are priced at the bottom because most people do not collect junk. Refurbished tools are priced at the top of their range because there is a larger group of buyers for clean, working, complete and nice looking tools.

They need to be cleaned up and painted properly, or they can bring less. Nobody wants to buy a vise that might be hiding flaws under a terrible paint job.

I'd say either clean them and leave them original or go all the way and strip/paint properly.
