Vise query

Calling all vise gurus. I saw this vise buried in a pallet lot at a local estate auction. I have an assortment of 8'' thru to 5'' vises and chain vises. Probably more vises than 1 man can really use. But what I don't have is a vise that looks anything like this. What is it/ what is it used for?

Looks like a blacksmiths post vise, laying on top of something else. some call them leg vises
