Vise question #2 Superior #44

Ok,,,
I've got this other vise from an estate sale. It was pretty grungy. After striping it down I see the same "feature" under both jaws. It looks like a weld but I don't see what the point to it was. Surely it wasn't made this way... was it?

Looks like someone welded the jaws on

Someone probably broke the jaw shelf off prying on something and just welded the jaws stationary. Sad.
