Visegrip locking pliers - what are they used for?

I picked up this interesting vise grip Petersen branded locking pliers at a carboot sale here in the UK today
Does anyone know what it's used for?
When the knurled wheel is turned it opens & closes the 2 small blocks

I was going to say they're good for rounding off brake hydraulic lines, but I don't think that one would work.
