Those types of jacks are for leveling equipment I believe. They come in all sorts of sizes and are still being made today. The design of them hasn't changed much over the years so it would be hard to date one of these exactly.
House jack. Or probably for whatever you want to use them for. Vulcan made anvils until 1969 or so, I imagine that they probably made the jacks until at least around then.
