Picked these up today for $5. 6" long, I've seen similar rope handled pliers, but not with this name. W.R. Chapman Glendale Cal.
Google found nothing, so i figured here i might find some clues. Any ideas?

The address is currently an Alfa Romeo address, does not look like it 70+ years old.

Thanks for finding that. Your Google-Fu skills are outstanding. Using what you found it seems that W.R. Chapman owned an auto parts store at that location and sold it in '48.
So perhaps these were promotional item that was made for the guy or the store.
