wait period before apply epoxy on new floor

I have a new construction home and just moved in, the concrete floor has been there for more than 1 month, the builder said it is best to wait for a few months before apply any sealer or epoxy, not sure I have read the same thing from this forum.. does builder's word make sense?

The industry typically says 28 days is the norm, although this generally refers to minimum cure time of the concrete. Moisture can be present much longer than this, although I have found that to be the exception not the rule. Ideally, it is best to use a concrete moisture meter on the slab which will tell you if you have excessive moisture in the concrete.

We meter our customer floors with a tramex, which is cost prohibitive for a DIY'r. Admittedly, I have yet to find a floor that required remedial waterproofing before applying epoxy coatings.

You can perform a plastic barrier test which is a cost effective way to assess the readiness of the floor prior to applying the coatings.
