I'm fairly sure I have one like this, as I recall it works but I don't think I ever used it. The issue with jacks like this is the lack of swivel casters which makes negotiating with it a bit more difficult.

I have a mechanical (lever and pawl)floor jack of the same wheel configuration. I find it handy outside the shop because of its relative light weight. It is old and in great shape. It was on its way to a large dumpster at the scrap yard when the hi-lo driver dropped the box it was in and I noticed it, a lucky save I would say!

As much as I like old jacks, I think I would pass on that one.
