Do you have to use a cripple stud wall on a wall that is on a stepped footing? I have one wall that has 2 - 6" steps. Do they do this because it's easier to frame? IBC2012. thx matt

I would say yes, because you would need somewhere to nail on the lower steps.
6" seems a small step, but not sure your situation.

Switch to longer studs at the stepped down area. Cripple walls can act like an undesirable hinge.
