water puddles/condensation on floor

My detached garage floor keeps getting puddles and or small amounts of condensation on it. The puddles are usually in two lower spots on the floor. I took a close look and did not see any visible cracks in the floor. Usually it happens in bad weather. There is also some standing water in the hole the water and gas lines come through. Is the water due to the humidity in the garage, it doesnt seem humid inside? If it is the humidity what would be the easiest/cheapest way to solve this? I have a fan going in there now and the heat turned off, do i need a dehumidifier? Also I am wanting to do an epoxyshield on this floor eventually. If i can not get the moisture problem taken care of, will the epoxyshield be a waste or will it help out?

Dehumidifer. Too late to put a vapor barrier under the floor now.

I just bought a 50 pint Frigidair one on CL for $150. Money well spent.

If you already have a fan going, then the humidity is pretty high - likely coming from the water seepage around the pipe entry. You need to alleviate the moisture issue first - especially before putting down any epoxy. They tell you to check your cements humidity level prior to paint by taping a piece of plastic down and checking it in 24 hrs, but if you can already see the moisture, you already know there's too much!

Water or condensation on the surface of a slab is not related to the presence or absence of an under slab vapor barrier. Condensation is moisture in warm air coming in contact with a cooler slab. Standing water is more likely to be rain or groundwater getting in somehow.

my garage does not have gutters on it currently either, so the rain might be getting in, although i cant see a trail from outside to the puddle. Also since putting the fan (a box fan) in there, probably 5 hours ago, the floor has dried up a good amount. Does this still sound like more of a humidity issue or still seepage from under the cement or a combination of both?

you need to determine if it is condensation or moisture migrating up through the floor. tape a 2 x 3 or so bit of plastic to the floor (or use a rubber mat). If the water collects under the mat, it is coming up through the slab. If on top it is condensation.
