Waterproofing CMU Wall

I am building a 30'x26' garage in snow country. The garage site has to be cut into a hill so there will be a 4' high Concrete Block wall on top of the foundation footer which will have backfill installed against it. There will be a French Drain at the footer level.

I am looking for a peel and stick waterproofing membrane. One manufacturer recommended a cement parge coat on the block before applying the membrane.
Anyone have any experience or recommendations?

you put a tar?asphalt base parge coat and then goes a rubber wick system
