Based on what I think is edge tooling, tooks like an XL deburring tool like a Shaviv or a Vargus, etc.

I expect its purpose-built for a large or deep hole.

I'd rust protect it and hang it on the wall as a curio.

Watervliet is just north of Albany, New York. It is the home of the Watervliet Arsenal where they make large guns for ships and cannons and such. I would not be surprised if this was something made and used there. Interesting history. https://www.wva.army.mil/about/

Agree, the Watervliet Arsenal, oldest arsenal in the US, is worth a visit.

However, the Watervliet Reamer Co. was a manufacturing corporation separate from the Arsenal.
