We need help identifying this tool

None of the members of the Perry County Old Iron Collectors have been able to identify this old "tool". Does anyone know what it is and/or what it's purpose may be? I have attached pictures. Any help would be appreciated. Thank you.

Years a ago I worked at a place that used something almost similar for banding bales of cardboard to send for recycling. Not sure if that's what it is.

Almost reminds me of a hand held version of the machine that connects the two ends of a chainsaw chain together by compressing/turning the rivets of the master link.

Is the working part (the "bit" if it was a drill) sharpened like a drill or does it look like it forms a head or rolls the end of a rivet?

It looks like the pivot point for the handle is adjusted by that screw in order to move the "bit" away from the rotating holder. This would indicate that it was used for objects of varying thickness.

Is it easy to remove the rotating holder?
