Weeping spot in concrete floor - after epoxy

My garage floor has always had two small spots that weeped water up from below the surface. Just a small amount. It's weird, it happens mainly in spring and early summer. When I had my floor epoxied this spring, I pointed these two spots out to the epoxy installer. He indicated he could apply a waterproofing agent to those areas. I paid extra and had him apply waterproof to the entire floor. He ground the floor down, applied acid wash, repaired cracks, applied Auaraon CPT 2000 Water Proofing, base coat of two part Polyamine and Epoxy Resin, color chips, two coats of sealer. But guess what, the two seeping spots soon reappeared in a few months as a rusty stain underneath the sealcoat. We cut the epoxy paint to let the water air dry rather than spread under the paint. My floor installer is supporting me and will repair those spots, but he has never seen anything like this before and we don't know what is causing this. My proposed solution is to jackhammer out the floor in about a 8" diameter at each location, about 3" deep and install something like Quikrete Hydraulic waterstop cement, then redo the epoxy paint, chips, and sealer of the repaired areas. Any better ideas what is going on here?

What appears to be rust leading far away from the bad spot is just on the surface and wipes off.

If you cover just those areas it will find a way around it. You might just want to cut joint lines through the bad areas so the water can escape through joint line

Cutting a joint line is a decent idea. Not as pretty but yes I wondered if the weeping water would find a way up and around a waterproof patch. Have you ever seen a concrete pad weep water up like that? My garage is not even in a low area, it's a high area and the soil is sandy. I don't understand why the water is coming up. There is a floor drain in the middle of this floor, it rarely gets any water going into it from the garage floor. As far as I know there should be no water lines crossing under this concrete slab. It is disappointing that is pissed up my new epoxy floor. :headscrat

While we rarely see this, there was one project we got called in on, a 50,000 sq ft Nissan Regional Training Center in NJ. The floor had been installed by another noted national epoxy company that really did a very nice job, but....there were hundreds of stained areas just like this everywhere.

When the floor was examined under the spots there was significant moisture and the reddish marks were tested and found to be rust from the rebar. The installer had this type of issue excluded from their contract since they had done certified moisture testing prior to install and the testing did not show a moisture issue that required additional remediation (may have tested during a dry period and such), and it was just too expensive to remove, remediate and replace.

We ended up not doing anything with the project, and to our knowledge I think they just lived with it.
