The info for storm MFG shows a company that has been around since 1908. They seem to make valves and things for irrigation. Maybe this was a tool they designed to repair a specific valve? Does it still do anything?

They hydraulics have absolutely nothing to them, so no. If it's worthwhile, I may look into rebuilding it, but who knows.

It is hard to tell from the pictures, how large is the throat? You may be able to find a use for it, but it also may just end up being a neat find.

My guess would be a press for swaging ferrules on wire rope, big electrical cables or maybe hose fittings, there would be dies to fit it & do different sizes.
