First: remove the valve core so that all the air will escape.
Second: With the wheel on the car it is best to force the outside off first. Place the tool in position on the tire with the notched arm over the wheel rim and small arm against the side of the tire. handle shoulld be to the outer side of wheel. Force down the handle to break loose outerside of tire and force it over the wheel ridge and down into the well. Push this side of the tire over the ridge around the entire circumference.. Reverse position of the tool and force off the other side of the tire. To use on a dismounted wheel hold the wheel between your legs and proceed as above.

"Bead breaker" would be common term for this. Chrysler connection is that they had "safety rims" with an extra channel/bump to help keep bead area seated.

Another thing to keep in mind. Most people of that era would patch their own tubes and kept a kit in the car for that. Using this tool meant the tire/wheel could stay on the car and you just removed the tube, patched it, put it back in the tire and then started pumping... The old tire pumps looked just like an oversized bicycle pump does today.

Its a wheel remover for Chrysler cars, mostly from the 40s

I just heard back from a Snap-on specialist who says that the T254A was a tire removal tool for Chrysler safety rims, possibly from the 1940s.
