Weird spanner/multi-tool

Found this in a pile of hammers, files, and hacksaw blades at our shop at work. I’m guessing something for plumbing or gas lines from the cut outs in the handle and the screwdriver tip on top of the spanner portion. But anyones guess is good here. The LCN logo/mark is a bit of a mystery as well.

bicycle multi tool? remember seeing one of those yeaaarrrrrsssss ago growing up in the garage toolbox (Dad was NOT a mechanic or gas guy)

There are a lot of "L's" in this list but I don't see any "LCN".

It might well pass as a "bicycle wrench" to the unknowing. There are all kinds of old Maytag wrenches listed on ebay as "bicycle wrenches" - I think it's kind of a catch-all dumping ground for items the sellers aren't quite sure about.
