I bought a house and the previous owner has a 240V 30 amp breaker hooked up to 10g wire which is great.

Problem: at some point he converted the plug to 120V travel trailer plug and has just the black hooked up to the breaker. He also cut the red wire but I'm not sure where that would go anyway

Panel:
- 1 Black wire to the breaker
- 1 White wire to the neutral bus
- 1 Bare Copper wire hooked up to the ground bus
- 1 Red wire cut flush with end of sheathing

Box
- Black, White and Bare copper which I hooked up to both poles and the ground.

When it didn't work I tested the outlet and determined I'm getting only 125V which led me to look at the above.

My thought was that I just need to move the wire off the neutral bus to the other side of the 30 amp breaker? and have nothing for this circuit attached to the neutral bus?

Thoughts?

Follow up question - Am I safe to use the bare copper as the ground in a 240V application?

Yes. The majority of cables use a non insulated ground,

You are going to be putting a 6-50r on your 10awg / 30a breaker? If so, it should be #6 & 50a but, worst case your breaker will trip.
