Is all welding is doing is melting three objects: the two that need adjoining and the filler rod?

In its most basic form yes that is all that is being done.

And filler isn't always needed. 2 pieces can be puddle welded together but of course this is a torch or TIG only weld.

To get more than basic, other than spot welding like mentioned above, welding is done in an atmosphere without certain components like oxygen.

The process of welding is to fuse together materials. (Melting it via current or pure heat)

The shielding is used to remove atmospheric conditions (water vapor, and oxygen) that causes resistance in the weld zone. Typically the weld zone needs controlled resistance to provide a good weld.

Don'y forget Forge welding, just 2 pieces heated to critical temp and pressure.

there's also friction welding and hammer welding (blacksmith work) so really you aren't always melting the metals, but fusing them with temperature and pressure...

Without getting in to mission creep, ALL welding is heat control......not too hot or cold. So, yes you are correct. Even thermite welding.....
