They don't sell a plastic/rubber tape measure with the snap on name on it.
What you bought was an alltrade/powerbilt brand. (same ones that make "kawasaki" brand cheap tools)

It very well may have not been "made" by Snap-on, but it was still licensed through them and is a "Snap-on" product.
Tons of Snap-on's products are not made by Snap-on.
Of the 6 tape measure's I found on Snap-on's site. 5 out of 6 are "Made In China". Four of the six are labeled Snap-on and 2 are Blue Point. The one that is USA made, is a Blue Point. All 4 Snap-on tapes are "Made in China".
