Western railroad supply bell

Not sure if this is allowed on this site but need help
Picked up a old railroad crossing bell and want to get it working. All wires have continuity and coils test good.
If you look at picture of paper inside of bell will tell you voltage ( DC) ohms (15)
Put a 6 volt trickle charger to two posts on bottom left side and nothing happens. Could use some expert on how it works to give me some pointers
Had searched the Internet and found nothing that really explains testing or operation

Chargers usually do not make good power supplies. I would try it with a 6 volt battery or true power supply and see what happens.

Some of the wires appear to have been so hot as to melt the insulation. I would replace those.

being it's rated for 8 volts , you could try a 9v battery to it

yeah theres definitely some melted wires in there.

replace the wire then try again
