ls this a new line or is it like Blue Point is to Snap ON. Just saw it for the first time today.
What are Cornwell Blue power tools?

Not new, it's just their budget/import line.
In the catalog, most of their core line (ratchets, sockets, wrenches, boxes) are marked "Ohio made" which are the things they produce themselves in the US. Plus throw in some rebranded stuff from Lisle, Witte, VIM, etc.
Then blue power overlaps coverage with their regular selection a bit but at a lower price point.

Blue Power= Asian made tools. Blue Power also seems to be expanding taking up most of the pages in the Cornwell monthly flyer.
I haven't seen any of their Ohio stuff in the monthly fliers, I assume they have a higher margin on the rebrands and imports.
Most are Taiwan made if I remember correctly. Nice stuff from what I’ve seen. Similar to Matco silver eagle. Not sure price of either is worth it vs gearwrench or Tekton or another quality Taiwan producer, but the warranty part from the truck may make sense.

I haven't visited my Cornwell dealer in awhile but, it seems to me that Blue Power is dominating the Cornwell line up.
I could be wrong but, it seems that the Ohio made tools are getting fewer and fewer as the years go by.
