What are these pliers used for ?

I found these in a box today and I am not sure what they are used for.
The only name on them is CAMBRIDGE. The name appears to be laser engraved so I would guess they are not terribly old.

They are not wire cutters as they are not sharpened and they don't close all the way.

Are they some sort of crimper? Any ideas?

They are similar to the cap crimpers other than the top part.

My 75 year old dad mentioned tire chain pliers and they do look similar to those.

I bet someone will KNOW for sure what these are......???

look like tire chain pliers used to spread open links to me too. links can be hammered shut again to adjust the size.
