What are these?

As I am going through my unpacking process and getting settled into my new garage space I came across these. They were in a ziplock bag and I'm not sure where I got them from or what they're for. Each little black piece has a size on it and made out of steel. The chrome part is fairly solid, it seems stout enough to hit with a hammer.
I'm thinking its some sort of punch tool and say you were punching holes in leather, the little piece you punched out could come up and out the slot in the side of the chrome handle part?
I'm sure someone on here knows exactly what it is. So thanks in advance!

Look like hole punches. I use a similar set when working with leather. In a tool chest they were probably used to punch holes in gasket material.

Thanks everyone, it makes perfect sense. I had a horse farm that I just recently sold and moved from. One of my horse boarders probably left it behind when they moved out and, me, never throwing anything out, saved it. It was probably used punching holes in saddle leather, such as straps, stir-ups, reigns....etc
