They look like wedges that we used to use for concrete form panels but could be for any number of temporary building/forming system

Yep, the numbers are the Morse Taper number they're designed to work with. Wedge 4 works on a No. 4 MT, etc.

... but my first thought was concrete forms too.

You answered it too quick.....I was going to have some fun....something like being used during proctol examines....the bigger the number, the bigger the *** hole
