What are these...?

I've had these for quite awhile. I just can't help myself, I buy tools that I'll never use. Sometimes I buy them because I don't know what they are and they're really cheap. Like these. The first looks like maybe some sort of strip metal rolling? Banding? The second I have absolutely no idea.

The second picture is a brad setter for picture framing, i still have the exact same one hanging on the wall in my shop. Hasn't been used in years...
Heard lots of guesses on this one when I showed it around. Most agreed that it looked like some sort of medical device. Didn't have much hope of getting it identified but 14 minutes after I posted it, you named it. To my surprise, I may actually use it! Many thanks for the help.

The second one is made to work well with glazing points, which I believe were diamond shaped with a lump in the middle, lay them flat, push on the lump. (these are modern ones)

They work ok with brad, but you've got to keep them from shooting away.

first item is a tensioner for steel banding (like for securing objects on pallets)
