We came across this set at work and are trying to figure out what they are for. Does anyone have any idea?

"at work"...what is the nature of the work? Might be something esoteric or obsolete but still connected.

They came from a facility that worked on brakes, both light vehicle and heavy duty air brakes. Guessing that they are some kind of gauging, since they are all the same other than the length. Could be custom made, but the SKT-*** made me wonder if they were an SK tool.

They look to be some sort of "standard" for measuring something. Possibly for doing brake adjustments like you stated??

Those are for re installing muffler bearings

At first they reminded me of some home-made tools I have seen for reaching down inside an older car to open the lock without a key. We used to make them out of metal pallet straps. But they would be in many different shapes, with hooks both for pushing and for pulling, etc.

Coupling alignment gauges, the numbers on the gauge correspond with horse shoe shaped shims. It was a kit type of thing.
Older couplings were quite unforgiving. You shim the motor, pump, gearbox, whatever. With the horse shoe guys, ya didn't have to unbolt the whole works.
