The bottom pictures looks to be a Armstrong boring bar holder for a lathe. Probably not an Armstrong but a knockoff.

I'm having a hard time as the pics are small here on my work comp but pic 2 & 3 look like a honing tool......like for honing master cylinders, wheel cylinders, etc.
