What did I get?

My son in law likes to get me unusual tools for birthdays, etc. He gave me this one, thinking it was a saw set. It is not, but I can't for the life of me figure out what it is. It actually is a punch of some sort. I added a picture of the shape that the anvil punches out of a piece of paper. There are a lot of adjustments. The wheel is marked B, B1, H and H1 with individual numbers at each detent. The only markings on the tool are Acme and pat. appld. for. Does anyone have any ideas?

Looks like a pattern Maker's punch.
Something from the garment trade for marking the patterns.

The way it is set up, it looks like it's meant to only punch thin strips like shown in the picture. Would that be consistent with pattern making? I did a Google search for pattern makers punch, but didn't find anything similar.
