It looks like a chain wrench to be used on pipe.

Looks like it is used on pipe, but from the jaw configuration it looks like it could be a clamp to align pipe for welding. That "U" shaped hole would allow for welding access. I have a pipe welding clamp from Rigid and it looks nothing like that, as its an angle iron with chains to tighten and align pipe.

Some type of assembly jig, possibly pipe but I don't think you would need the 4 clamps.
