I have a stand up red craftsman tool box on wheels. It is older but still in pretty good shape, minor scuffs, paint a little faded. I was thinking about it eventually painting it black or possibly taking it somewhere to get powder coated. What do you recommend? I'm leaning towards the power coat option, not sure how much it will cost but think it will look really nice. However If I decide to paint it, what is the best method and paint to use? Just looking for some suggestions.

Unless you know someone that will give you a really good deal on the powder coat I wouldn't do it.

The best? Paint it like a car with a full primer, color and clear coat(s). Wet sand and polish using quality products including a 2 part paint. Value of the paint job will exceed the value of the box.

What the average guy does? Rustoleum in the aerosol can or from the quart sprayed through a spray gun.

Paint it with a foam roller, with Penetrol added to the paint. Simple, pro quality finish. Just finishing up my second box with this method, it rocks, if you only want to paint the outside.

Yep!
Sand/feather -> degrease -> prime.
Rustoleum enamel thinned down and applied with a 4" foam roller.

454, can you post some results? What does the Penetrol do? Level it? Harden it? Makes it adhere better?

Thins it, allowing it to flow/smooth better, and eliminates air bubbles that foam rollers are notorious for...

It's a viscosity and surface tension modifier. Mostly linseed oil and some petroleum based solvent IIRC. It is an interesting product, almost like a snake oil for paints, use it for anything from restoring old paint on fiberglass hulls to new paint application as 454 uses it for.
