It's like there's 3 separate wire cutters on it.

Probably for cutting and twisting telegraph wire in the old days. Those things are ancient.

We use those for installing fences!

My grandfather used pliers like that for working on fences and other jobs that called for a large-gauge wire. He referred to them as duckbill pliers.
