Does this mean a tool that says it is ansi approved mean its passed a certain quality control standard or that the tool is approved to be used in a certain environment? Curious.

ANSIapproved in the context of referring to a tool is probably someone's marketing BS. ANSI is a standards body, and does not get involved with "approval" of tangible items like tools.
A tool (or other item) can be made to meet an ANSI standard, but ANSI itself does not certify or police such.
Who is using such terminology? Some Asian knock off?
