what does the pimpflash smiley mean?

I see a lot of guys use this pimpflash smiley but it's used in a lot of different contexts, so what is the best interpretation? Or when is the most appropriate time to use it?

I use it when I'm suggesting something clever...or agreeing with someone someone else that does something I think is clever.

I usually substitute it for the thumbs up...I figure they're interchangeable
