What does this bench/shelf attach to?

Hey guys, I bought this at an auction, thought it was just a bench, but it has these screw attachments on one side. Anyone know what it's meant to attach to?

I'll take a couple more pics, there are 3 legs, each one has a clamp on one side.

Generally speaking those style of clamps on the bottom of the legs are actually normally used on the top of a leg to clamp a "table" top onto.

Take your plywood put it in the clamp and then the clamp becomes a leg.

Im maybe thinking your bench was built to clamp onto an exhisting bench to make a second higher shelf...

Looks like something you would clamp to the edge of a workbench to create secondary storage or to be able to clamp to a ledge like on a boat rail/deck rail or something?
