What h&ll is this tool and what does it do?

I like to think I'm pretty knowledgable about tools but this one has me stumped. I got a whole bucket full of old tools of my late father when my brother cleaned out his garage. This tool in particular kind of had me wondering about its purpose. Mods feel free to move this if in the wrong forum.

The glass cutter is the little wheel on the handle,.....
