What is a Helmold Cutting and Creasing Rule?

Make a long story short, I inherited many tools (mostly rusted, broken, and made in China) from my father in law when my wife and I bought the house from him. I've gone through most of the basement, two sheds and attic. I have came across a few gems, but I'm a little stumped over this one.

I've only recently become interested in metal fab and have almost no knowledge. I have unearthed a Helmold brand Steel Cutting and Creasing Rule. I can't find any dies and I have a basic understanding of what this can do.

My questions are as follows. What applications would one need this device for? Also, I found one on eBay with an asking price of $700. Is this thing really worth that?

Here is a link to the eBay ad to see the piece of equipment I'm asking about. Thanks for any help.

Appears to be a pretty specialized piece of equipment, not something normally used in a typical fab shop. Looks like a print shop or Die tool of some sort. A search of completed items on Ebay shows the $700. might be a little high, with others selling between $300-$600.

The thing is that I'm really not interested in it. I found it mixed in with my in laws old tools that he just left behind after we bought the house from them. Trying to determine if it's something I can sell, and if so, what would be a fair asking price.
