What is considered "Roughed In"

I pulled the permits to wire my new 30x45 metal building. I have to call and get a roughed in inspection next week as I should be close to done but What is actually considered "roughed in". I just dont want to be too far ahead and have to undo things if I dont have to. All cable and wiring is visable and nothing is buried behind walls. So far,
- The panel is wired but all the breakers are off, Panel just has 2 screws holding the cover on to keep fingers out of it. The primary feed breaker at the house is also wired but turned off. That cover is completly screwed back on because it is live.
-All outlet covers are off
-none of the junction box covers are in place,
- the trench is not filled in to show that the cable is at least 18" deep.

Anything else I am forgeting about?

I should be good there. I have everything clamped down so nothing will budge on any of the wires. I used aluminum metal fex conduit and have them anchored every few feet where they run along the top header and every 16" where they go up the metal stud.

I would guess it depends on the local codes but for me they wanted to see all the wire fed through with a certain amount of hot and neutral hanging out of each box. And they wanted to see the grounds wound together but nothing else connected. This was for the initial rough in.

You should be good,the inspector will primarily be interested in what will be concealed by insulation and drywall/boarding that would be considered non-removable or accessible later.

rough in is typically everything except devices and covers, not connected or energized. The inspector wants to see the box fill, splices, grounding, etc before devices are installed.

Do I have to leave the wires hanging or can I just have the outlet not screwed into the box?

I cant speak for your inspector, so I have no idea. Can you call and ask what they want to see?

I have always saved outlet instalation for the "finish" inspection.
A "rough" is just that.
Pretty ugly.

here it's all the wiring and boxes installed...
wires made up...
no devices innsalled of any kind to include breakers...

Thanks guys, I have my "rough in" inspection tomorrow. Hopefully it will go as well as the buried cable inspection that was today.
