What is it exactly and what's it missing... old alarm?

My son and I grabbed this at the restore. I'm guessing some kind of alarm.. noise maker. The motor and spinning eccentric work, but it doesn't make contact with the aluminum cover and doesn't look like it ever has, so must be missing something that fits on/over the eccentric.

Any guesses/info?
