What is It? Lathe or Machine Tool Part?

This thing was in a box of stuff I bought, it looks like it could go to a Lathe or Machine Tool?

Doesn't look like it would go to lathe except it might fit onto the saddle if the cross slide was removed

The tag reads "Stop the Motor when not using"

As I look at the tapered spud opposite the nut I see that it may hold the compound off of a lathe. I think it was Craftsman lathes that mounted the compound on a similar spud. So it may be a fixture that replaces the cross slide on a Craftsman or Atlas lathe of another machine that uses similar ways.
