What is it? Odd Proto tool

Can anyone identify this tool? It consists of two pieces, Proto item numbers 4080-B and 4080-S.

When assembled, the tapered piece spreads the fingers on the slotted piece. There is a tapped hole in the end of the tapered piece, maybe to attach to a puller?

It's a bearing pulling mandrel, meant to be used with a slide hammer.
