Recently found these and don't have any clue what they are. No markings on either one. Appreciate the help. Also, found this small glass vial with a brass top in a machinist'stool box. Does anyone have an idea as to what it is? Thanks.

Maybe blacksmith or horseshoeing tools? The larger set of tong like devices look like something a black smith would use to grab something hot or it could even be a farrier tool for pulling nails/spreading horseshoes.

The large nippers to the right look like another tool used to pull shoe nails and also to trim up the bottom of the hooves while fitting for new shoes.

That larger pair is intriguing - what are the two concave curved ends for at the bottom ends of the handles?
Under all that yellow paint and black electrical tape on other unit, are there any markings/stampings? Those look somewhat similar to the type of end nippers used in the late 19th and early 20th century. There were a number of variants, but most of them were made along this line:

(I'm not an electrician so I'm not sure about all the processes involved.)

The yellow one looks similar to a tire chain plier. Something like the St. Pierre but not identical.

I wonder if the first is an earlier dust/grease cap remover.

No guess on the small item. From here it looks wood not glass.

That would be my guess though it's been years since I've watched a horse get shod.

I think you got it on the tire chain pliers.

I have no clue on the other pair and the vial I can't even see it very well.

Horse's toenails grow. All horses need their toenails cut. Typically, a set of nippers was/is used. Unshod horses as needed. Shod, when reshoeing.

Thanks for all the responses. Did some searching around and confirmed that the yellow ones are definitely tire chain pliers. Could not find any dust cap pliers to match the other tool so the search continues.

I am still trying to figure out what this tool is used for. I have five of them so they must be pretty common and inexpensive. No manufacturer's marks on any of them.

where did you get these tools? what other tools were with them?

any clue to what profession or hobby the original owner had?
There was a mix of tools that I picked up with these. The grandfather was a machinist; the father was a carpenter; and the son was a mason/concrete contractor
