I believe that's for adjusting valves. I don't remember what engine it fits though thinking that's its an old GM or Ford. Someone here will know exactly what it fits.

The screwdriver portion would be to adjust the valve clearance, and the socket part would lock the jam nut to keep it there. Easier to use than a separate screwdriver and a wrench

Yep valve adjuster. The newer version has a built in wrench instead of the socket and a screwdriver type handle
