What is it, SO VT-1?

Saw this tool at a estate sale yesterday, model number VT-1. It was a black hard handle with a ~12" chrome flat piece sticking out of it, the chrome piece had notches in it running the length. I cant find the tool on the SO website, and Im reasonably certain it was missing at least one critical piece. But based off my description, anyone know what I was looking at?

They're used for pulling rubber valve stems into wheels. There should be an end piece that screws onto the valve, the wheel rim sits in one of the notches and you push down on the handle to pop the valve into place.
