What is it... Strange looking tool...

What is this tool? There are no markings on it as to manufacturer. I believe that I know, but want a second (or more) opinions.

I think that it is used in conjunction with WD40 and ball bearings for the repair of Fetzer valves.

Do the bottom "feet" move? Something to do with measuring tires? A trammel of some sorts?

No manufacturers marks or patent numbers anywhere.

Yes, they move in and out by turning the knobs at the ends.

Looks like a tram gauge for measuring frames after pulling them straight

Tram gages are long and have a pointer at each end, and are for taking measurements between the wheel spindle / axle points, and from frame holes to frame holes. Not a tram gauge..

maybe something that clamps to a wheel for alignment work?

Thats my guess too..the ends are curved which wuould aid in fitting on the wheel. I have one similar but it has a level in the middle and round pins instead of the curved flat ends but looks almost identical. Maybe the level piece is missing?
