Definitely not a saw set! Anybody know what this is? I'm think 1/4" stud puller.

Concrete worker here, definitely pencil clamp. used them many years ago.

Interesting. I worked a career with a major component of designing and inspecting concrete and I don't recall ever seeing one. I personally built two ICF houses also. Can see where they would really come in handy! Faster and easier than using a wire/bar tie and twisting it tight to reinforce a spot.
